In 2020, the United Kingdom became the only member state to leave the EU; ten countries are aspiring or negotiating to join it. These increasingly amalgamated bodies grew, with their legal successor the EU, both in size through the accessions of a further 22 states from 1973 to 2013, and in power through acquisitions of policy areas. The EU was established, along with its citizenship, when the Maastricht Treaty came into force in 1993, and was incorporated as an international legal juridical personclarification needed upon entry into force of the Treaty of Lisbon in 2009. Through the Common Foreign and Security Policy, the union has developed a role in external relations and defence. EU policies aim to ensure the free movement of people, goods, services and capital within the internal market; enact legislation in justice and home affairs; and maintain common policies on trade, agriculture, fisheries, and regional development.

Accordingly, the union has legislated in areas such as extradition, family law, asylum law, and criminal justice. Since the creation of the European Union in 1993, it has developed its competencies in the area of justice and home affairs; initially at an intergovernmental level and later by supranationalism. In December 2021, the commission announced the intention of codifying a union-wide law against LGBT hate crimes. All EU and many other European countries offer their citizens a free European Health Insurance Card which, on a reciprocal basis, provides insurance for emergency medical treatment insurance when visiting other participating European countries. EU research and technological framework programmes deal in a number of areas, for example energy where the aim is to develop a diverse mix of renewable energy to help the environment and to reduce dependence on imported fuels. Following the Kosovo War in 1999, the European Council agreed that “the Union must have the capacity for autonomous action, backed by credible military forces, the means to decide to use them, and the readiness to do so, in order to respond to international crises without prejudice to actions by NATO”. Twenty-three EU members are members of NATO while the remaining member states follow policies of neutrality. EU development action is based on the European Consensus on Development, which was endorsed on 20 December 2005 by EU Member States, the council, the European Parliament and the commission. International recognition of sustainable development as a key element is growing steadily.

Also in Asia, Europeans, especially the Spanish are an influential minority population in the Philippines. In Asia, European-derived populations, specifically Russians, predominate in North Asia and some parts of Northern Kazakhstan. Africa has no countries with European-derived majorities (or with the exception of Cape Verde and probably São Tomé and Príncipe, depending on context), but there are significant minorities, such as the White South Africans in South Africa. In 2005, the EU had an overall net gain from immigration of 1.8 million people.

This followed lobbying by governing organisations such as the International Olympic Committee and FIFA, due to objections over the application of free market principles to sport, which led to an increasing gap between rich and poor clubs. The Treaty of Lisbon requires any application of economic rules to take into account the specific nature of sport and its structures based on voluntary activity. There are some EU policies that have affected sport, such as the free movement of workers, which was at the core of the Bosman ruling that prohibited national football leagues from imposing quotas on foreign players with EU member state citizenship. Sport is mainly the responsibility of the member states or other international organisations, rather than of the EU.
